Plumbing Fixture Count Requirements for Commercial and Residential Projects

How many restrooms does a building actually need? It's not a design preference — it's a calculation, driven by occupant load and use classification, that plumbing codes spell out in fixture-count tables. Getting this calculation right (and documenting it clearly) is one of the more overlooked steps in preparing commercial and multi-unit residential permit drawings.

Where the fixture count calculation starts

Required plumbing fixture counts flow directly from the same occupant load calculation used for egress planning, split by use classification and — for public and commercial buildings — often calculated separately for each gender (or under increasingly common all-gender/single-user provisions in updated codes). A retail store, an office, and a restaurant with the same square footage can require very different fixture counts because their occupant load factors and code tables differ.

How the tables work

Plumbing codes publish fixture-count tables expressed as a ratio — one water closet per a given number of occupants, for example — with the ratio becoming more generous (fewer fixtures required per occupant) as occupant load increases. These tables also set requirements for lavatories, drinking fountains, and service sinks, each with their own ratio tied to occupancy type and load.

Residential fixture requirements are different

Single-family residential fixture requirements are much simpler — generally a minimum functional set per dwelling unit (a water closet, lavatory, tub or shower, kitchen sink) rather than an occupant-load-driven calculation. Multi-family and mixed-use buildings, though, often blend both systems: residential units follow the simpler per-unit standard, while shared common areas and any commercial component follow the occupant-load-based commercial table.

What needs to appear on the permit drawings

A commercial plumbing submittal typically documents the fixture count calculation explicitly, not just the resulting restroom layout:

  • Occupant load used as the basis for the fixture count calculation
  • Required vs. provided fixture counts, shown side by side to demonstrate compliance
  • Accessible fixture requirements layered on top of the base count
  • Fixture unit values used to size the building's water supply and drain-waste-vent piping

Why this calculation gets missed

The most common error isn't a math mistake — it's designing the restroom layout first, based on available space, and only checking the fixture-count requirement afterward. Running the calculation before the architectural layout is finalized avoids discovering, late in design, that the space allotted for restrooms is too small for the code-required fixture count.
