Energy Efficiency Compliance: Title 24 and IECC Requirements in Your Plan Sets
Energy compliance used to be an afterthought in residential and light commercial permitting. It isn't anymore. Most jurisdictions now require dedicated energy compliance documentation as a mandatory component of the permit drawing set, and a missing or incomplete energy form is one of the more common reasons a submittal gets kicked back before it ever reaches a full plan review.
Title 24 vs. the IECC
The International Energy Conservation Code (IECC) is the model energy code most states adopt, covering building envelope insulation, window performance, HVAC efficiency, and lighting power density. California is the notable exception: it enforces its own energy code, Title 24 Part 6, which is generally more stringent than the IECC baseline and includes state-specific compliance software and forms. Projects outside California typically comply through the IECC as adopted (and amended) by their state or local jurisdiction.
What energy compliance documentation actually covers
Regardless of which code applies, energy compliance documentation demonstrates that a building's envelope and systems meet a minimum efficiency threshold — either by meeting prescriptive component-by-component requirements, or by passing a performance-based whole-building energy model.
- Building envelope — wall, roof, and floor insulation values (R-values) and window/door performance (U-factor, SHGC)
- HVAC systems — equipment efficiency ratings and, in many jurisdictions, duct sealing and testing requirements
- Lighting — allowed lighting power density and, for commercial projects, control requirements like occupancy sensors
- Compliance forms — in California, documents like the CF1R; elsewhere, a completed IECC compliance certificate
How this integrates into permit drawings
Energy compliance isn't a standalone submittal — it's cross-referenced throughout the permit drawings. Insulation values called out on wall sections have to match the energy compliance report; window schedules have to match the U-factor and SHGC values modeled; mechanical schedules have to match the equipment efficiency assumed in the calculation. A mismatch between what's modeled and what's drawn is one of the most common energy-related rejections.
Common rejections and how to avoid them
The recurring failure pattern is simple: the energy compliance report gets prepared separately from the architectural drawings — sometimes by a different consultant — and small discrepancies creep in between the two. Coordinating energy compliance as part of the same drawing package, rather than as a bolt-on afterward, is the most reliable way to keep the numbers consistent across every sheet.
